Surge is now my new fursona.
He is a soviet Dragon Antrho with the power of electricity instead of fire or some such.
When charged, his bones and spikes and teeth and markings give off a glow (like in this picture)
He is from Chernobyl in Russia.

Edit 2: Some might ask about his muzzle. Yes it tapers off. Like a arrow head except its rather thin at the end.
