Sometimes, the start of an empire has its humble beginnings in chance. In this case, Madame Rouge being transferred back to Belle Reve from a Government black site, hoping to harness her abilities. The problem with experimenting on Supervillains is that, if you’re not careful when enhancing them, it only takes one random accident to unleash hell.
I finally found someone who can do some artwork for part of this series.
