Levi Proctor was another of the company's attempts to create an assassin via genetic manipulation. The experiment was a success but Proctor went insane as a result. He has the gruesome ability to inflict various plagues, ebola, bubonic, ect, by touch alone. He also has the telepathic ability to command vermin like rats, cockroaches and flies. Proctor actually believes he is one of the Four Horsemen of the Apocalypse (Pestilence) sent to bring about the end times. He escaped with other experimental subjects when the company was destroyed. He is currently at large.
