lulz. I just put the name up b/c it looked like a dingo in space w/ the background. I didn't actually know there was a furry named Space Dingo

it's called bitmapping.
I made another file the same size.
Did a black to clear (white will work too) gradient from the center out.
go to Image --> Mode --> Greyscale
go to Image --> Mode --> Bitmap
output the same as input. Use: Halftone screen
mess around w/ frequency and angle and Shape: Round

you now have a bit map.
select just the white, copy and paste onto background, and you can soften it from there.
