A fun idea to play with is an Animal Control worker ending up a fox. I want to do more with law enforcement, animal control or like a Vet ending up a fox.

I can easily imagine a animal control or law enforcement being called to catch a wild fox (actually a former human who's transformation is contagious.) The find the fox suprising friendly running up licking them passing on a slow way (there's faster ways but to lewd to mention.) transform them. So with out knowing whats going to happen to them they bring the fox to the vet, leading to the vet being infected.
