This is Lieutenant Walker Pitweiler of Comicakes Police Department. Yes, he's a pit bull - rottweiler mix. Before he became a cop, he was a soldier, the private, undergoing a lot of harsh training under Leonard Leopard's orders. He was messed up and disciplined and he toughed it out and he cooperated with the Leopard and Leonard was proud of him and promoted him to police dog. He is given the assignment to be a patrolling police dog until he gets his 3 wishes from Ralph the Unicorn. So until then, he has a lot of assignments to fulfil. And he's a melodramatic police dog. He takes wrongs seriously or personally, depending on the severity of the offense (he even takes it so seriously he blows it out of proportion, but he becomes more dramatic when others get mad at him or offend him). But he is happy with those who do good things, and he encourages it to everyone. He also enjoys life, being the best he can be.
