Her name is Lahaar. She is one of many mud dragons, and a young one at that.
They spend most of their time underground, and thus unseen by the human eye. Their burrows always seem to lead through mountains and valleys to sources of water. This creates the mud, which is more or less assumed to be of humidity beneficial to the mud dragon's survival.
This is but a rare glimpse of Lahaar. Her camouflage would normally make her impossible to spot, even as the mud rushes past.
So the next time a road is washed out, blame a dragon.
