This is a ghostly jack-o-lantern. He was a jack-o-lantern possessed by a ghost. He is a will-o-wisp. His candle in his gourd is always lit and when he turns invisible, that candle is always visible, and if he moves, it moves, making it look like floating fireballs glowing brightly. It never snuffs out. Even blowing on it would not work. It would just wear out the person that blows on the flame. He has a freaky voice, and he loves to scare people out of their wits, even when it's unexpected or sneaky (an ambush). And when the victims jump or scream in terror, Freaky will laugh at their fears. But when he does not succeed in scaring people, he gets upset, and tries again later, or he finds someone else to spook. Scaring is his job, but he is not mean. He treats people right, and he enjoys having company at his manor by the forest. He is the host of the manor and the host of all ghosts, including Sheets and Dickson. He also enjoys his existence, being the best he can be.
