Is there a particular reason these children were going to be used in the sacrifice? or they just happen to be in wrong place at wrong time?

Yeah, there's a reason. Maverick wants to take over two Universes, and the prices is just two sacrifices to the Titans. There's no particular reason why Joey and Terra have to be the two sacrifices, but Maverick's reason is because he can and he likes to make others grieve for their losses.

well kids were usually seen as the purest things to sacrifice; they were drowned to the water god Tlaloc by the Aztecs and Toltecs and some where sacrificed in Ancient Peru
