This is Lamp Bob the Anglerfish. He lives in the deepest, darkest depths of the ocean. When there's visitors in his domain, he would attack them. But when they flee from the scene, he would give them chase until he meets The Snark, then Snarky will chase the anglerfish with his mouth open, but when Lamp Bob begs for mercy, apologizing for his insolence, The Snark will give him a chance to get his stuff together and show some veneration. And Lamp Bob will welcome visitors more often, but only attack those who are bad guests. He also enjoys life, being the best he can be. And his light flickers red, white and blue.
