The way that it seems to work topically is that Bob himself controls the magic that influences the "devices" he uses. He snapped his fingers and got Gervic to fall down when he first introduced the collar's function. When he gave Gervic to Gharn, he gave Gharn a control rod device for the harness. Breaking the control would mean only two things: either destroying the affixed devices, or killing Bob. Since in this case, both of those two things are not possible, Gervic's right; it's better to just set him free than for him to become a threat to the Wolven empire at large.
