The weapons are basically miniature rail guns, they fire ferrous bbs and have huge integral magazines thus rarely have to be reloaded. What looks like a slide on the pistol actually pushes forward to allow filling of the integral magazine in the handle. The rifles magazine is in the stock. Both are semi-auto only as Hutts prefers accuracy over spray-n-pray tactics.

The energy shield stops most small-arms fire and deflects energy-based projectiles, unless the energy impacts within 7 degrees of perpendicular where it has a sticky effect and becomes more of a pushing force. There is no physical object which creates it, it's just Hutt's magic. A power he's had all along but hasn't been illustrated that I can remember.

The badge is just a purple diamond with golden wings, not meant to resemble anything on earth though it probably does. It's issued to members of the first contact division of the Andromeda Council of Peace Keepers (Hutts just calls them The Council). As Hutts literally re-builds his body when he teleports it's impossible for him to bring along pathogens/viruses/fleas/etc... and as he's non-organic he's also immune to any new thingies.
