This (possibly) proves that they're going about their interrogation the wrong way. No matter what physical punishments they give him, he won't yield. When a whip doesn't work, try enticing the horse to move with a carrot.

They need something to entice him with. Something that would be tempting enough to Teo that would make him give in.
