Most of the ones I've had a chance to meet in person have always been high-strung, nervous, and prone to bark at everything, at least the small ones. The bigger ones I don't know about. Personally I don't blame the hairdos on the poodles, just the owners lack of taste despite it being a high-fashion thing way back when till now.
Toy poodles are like that, Standards are different.
Also, that haircut has nothing to do with fashion, at least not originally.
It had a purpose for the breed.
Poodles are water dogs.
They'd be used to fetch foul in the frigid water.
However, with their full coat weighing them down, they were in potential danger.
So the haircut was made to keep vital parts of the body protected.
The chest to protect the heart and lungs, the "wrists" to keep their joints safe, their hips...for obvious reasons and the tip of the tail so the owner could keep track of the dog in the water.
If I remember correctly.
