With his slightly tattered clothing I imagine that Russie is probably Bowser's prisoner along with Dante and they were perhaps ordered to lick the Koopa King's feet. Dante unwisely refused and so was sentenced to tickle torture at the hands of Bowser but Russie isn't at all unhappy with his duty.
