It's more for a toony heads, the alternatives to toony looks usually involve clay shaped teeth which are generally heavier, fragile, and often times uneven. Now, I'm not saying that it's always the right route to go though it is an option. Also setting the teeth in "gums" and such helps so they don't look just "slapped in" can help. Not everyone wants a whole jawset in their mask or they just want it more cutesy. It's not just because its cheap or easy but it doesn't hurt that they are on the cheap side. There are pros and cons to just about everything and this is no exception, to each their own.
I think one of the biggest issues is that the teeth often times look far too small. I have been using basswood, and carving teeth lately. It's as light as plastic. You can make what you want. and they are nearly impossible to break. However, woodcarving has a very steep leaning curve, and requires special equipment.
