His school grades were pretty much Fs all around. Or the Hillander equivalent of that. You can choose your classes as you like and don't get kicked out of school if you fail. If a student is failing to keep up and doesn't seem interested in a specific field they're simply offered to choose alternative classes. Denek's problem is that he didn't seem interested in anything at all... not even the "brawnier" jobs like mining and building.

Becoming a Ranger is the only thing that is not taught in school, Rangers are always volunteers and individually chosen by the Chief Ranger. Technically anyone can become one, at any age, it's always the Chief Rangers decision whether they fit the job.
