Robert found it at a pawn shop, during another quest.
He just bought a Tat. He was thinking he could trade it for a Tat-too. He was on his way to prawn shop to find a Tat-three. The knife was an accident he "won" when he assumed wrongly he could trade a Tat-four work for it.
