Hell Emperor Andross Darkheart has a rather hands-off approach when ruling over his empire. Instead he relies on his twelve commanders to rule in his stead as he sojourns on his many escapades. As long as they stay loyal to him and work to reach his ultimate goal, he doesn't care what they do.

High Priestess Nezera of Beautiful Rot. Nezera is the zealot leader of Imperial Worship in the Hell Empire, which exclusively worships Andross Darkheart as the Supreme God of War, Rage and Destruction. She collects collects donations to build temples, shrines and statues in Andross' name. She preaches salvation from eternal damnation by serving the Empire and the Will of Andross. That the living is a curse and all the dead, regardless if they worshipped Andross or not, will serve him in the end. However, a select few of the most devout will be chosen and risen up as revenants to serve has lords and masters of the rest of the dead. She is constantly hunting for heretics in the Empire. The punishment is, of course, public torture and execution then reanimated into a mindless nercross slave to serve Andross. Because not even death will save you from him. Nezera is a revenant but has forgone restoring her body, pushing her body to the brisk total anorexic decay, as a testimony of what she teaches that the living flesh is a curse to be shunned in order to embrace eternity. She also exhibits necrophilic behavior at times.

Grand Diplomat Levana the Autocrat. Levena is the Grand Diplomat for the Hell Empire. She is a sophisticated, arrogant and condescending woman. She is unsympathetic towards others and doesn't tolerate disrespect from what she considers her lessers. She as a policy of negotiating from a position of strength and often resorts to threats and intimidation to get what she wants. She would be considered a disaster if she represented anyone else, however, she is perfect in reflecting interests of the Empire. She is only a diplomat in an ironic sense, a way for the Emperor to ridicule his opponents. Levena is more of a harbinger of doom, here to deliver declarations of destruction, while only offering ultimatums for brief reprieve. Death is more important to the Empire then their lives. Death offers a new corpse to be forged into a necross and a new soul to be crafted into a demon. Levena is just there to offer them the opportunity to prove they have more value alive then dead to the Empire, if not, she unleashes the Necross to slaughter them.

Warden Dura the Berserk. Dura is in charge of internal security of the Empire. Hell is in an endless struggle for dominance by many different demonic forces. There are countless invasions, coups and betrayals in the Empire itself, it takes a strong iron grip to maintain control. Dura's boundless rage and battlelust is perfectly suited for the position. She fights to live and lives to fight and is a strong supporter of imperial philosophy of might makes right. There is no shortage of fights to be had be it demons or her own people. Her aim is to one day replace Grimmok as General and start a total war on all dominions. Often criticizing Grimmok's more restrained approach of honor. However, Dura's short temper and reckless behaviors is counter productive to Andross' grand plans. He has plenty of forces capable of mindless slaughter and wanton destruction, what he needs is more levelheadeness at the helm. Dura often tries to speak louder then the person she is talking to as a sign of dominance and is quick to get into an argument with others. She is quick to lash out at her subordinates when she fails.

Magister Nurzith the Mad Doctor. Chief scientist of the Imperial Magic & Technology Department. Nurzith is a inventor and theoretical physicist, a key figure in the scientific revolution of the Hell Empire. He was ostracized by his people for his inhumane experiments, which says a lot given how the Nafari have a competitive sport for torturing people. Andross gave him the freedom to conduct his research free of any kind of moral restraint and he has done so, disregarding life on such massive scale, it resulted in the genocide of several alien races. Andross investment has paid off, Nurzith has invented a plethora on infernal war machines and weapons of mass destruction to assist him in his crusade. However, he hit a point of singularity and now one of his own creations threatens surpassed him. Nurzith has become more reclusive in recent years, spending most of his time thinkering in his lab, turning out new inventions at a slower pace. He has developed a chemical addiction that leaves him in a high stupor most of the time, only coming out to go on important business.
