Wow, this is really good! Rouge actually looks as if she is flying over a city. Now, what I like the most about this is Rouge, and the overall scenery. I'm admiring the perspective in this because I don't think I'm good with angels and such when it comes to my drawings at the moment. XD The back view of Rouge looks great, especially her rear, LOL. Additionally, I am so loving how you did her legs and her wings; they are proportioned just right to make her look as if she is really soaring through the air. Good job on this!
