A lot of the DCAs funding and worldly actions go towards cracking down and shutting down groups that work to bring dragons and/or their transformative and reality warping powers into our world. These could be anything from a small cult in rural Serbia that occasionally draconifies people to well funded government agencies that seek to weaponize this draconic reality for their own national benefits or middle of the road insurgents using magic for their causes. Regardless of who it is the dCA is tasked with shutting down those who are fiddling with dragons and/or changing people into dragons.
In this picture its just a small group summoning a mavot from the draconic reality (Ohndem) drekifying a poor guy (that goop in the center there). Thankfully this is a small case so a bit of fighting, some arrests and rehabilitation combined with some light cover up and media disinfo ill solve this problem well enough for the DCA
