In the DCA canon, draconification can happen to your average person for a variety of reasons, sometimes they're a victim of a local dragon cult or a government that has experimented on them with some magical secret info, sometimes they just stumble across a weak spot in reality and take in too much mana. In this setting humans might become one of three types of dragons, drekir, ormer, and mavotur with this case being an orm. This stuff happens all the time and the DCA spends a lot of time tracking down and helping get these new dragons into the safe (and secretive) arms of the DCA.
A lot of the DCAs time is spent picking up and covering up cases and sightings of uncaptured, recently draconified peoples. Usually they will use coverup tactics ranging from power outages and evacuating local areas and may even use amnestics and media disinfo campaigns to make sure as few people see dragons as possible. Usually after things are secure they will send in a team of counselors and field operatives to make sure the new dragon comes with them peacefully.
This orm will probably be moved to the secretive city of dragons where she will live her life from here on out
