So the building just could not hold all the perfection of Philomela. Let alone the improvements.

eh... 1920s alluminum was... hard to work with. And in WWI it was the death of many people, for it was much more brittle and far less durable than steel, especially when mass produced under stressful conditions such as those of war. So WWI veterans (such as the canon creator of Philomela) really did not like alluminum, despite being so light, and really liked the "weight" of steel.
