The only ones standing are both Michael and Kane as they gave everything they had against him but proved to be for nothing as Cell became stronger through pain. With no other option they make a decision that could cost them their powers maybe even their lives. They know they can't defeat him with their powers combine but if they can absorb the Neon stone's power against him they might stand a chance, with no other option they do it only to gain access to a new super form known as the Neon Form and with it they turn the tide of the fight and with everything they got they were able to defeat Cell once and for all.
