According to the Star Trek wiki, the fella is officially from the same race as she is, so it could be seen as an endorsement of their existence as canon.

I think you'll like Peter David's run on DC Comics' Star Trek series, where he brings M'Ress in the second half of his run until Rodenberry's office told him to stop using TAS characters. That didn't stop David from making her a regular character in his successful Star Trek New Frontier novel series.

I think it was inevitable that Paramount would make the animated series canon again (they actually consider it the TOS' fourth season) since the show is generally well liked among most members of the fandom.
