She can be. She can completely submerge herself in the armor and effectively becomes the mount or she can exit the craft completely and it functions as an independent AI and mount. Then there is the third option where she just completely enters the unit and takes a nap while the AI does all the work. This is the P.E.T. armor or Personnel Environmental Transport as the main purpose is to traverse hostile environments such as volcanic and toxic worlds. Pilots usually have to find a P.E.T. with a similar personality as the blending of minds can sometimes give both the AI and the pilot quirks. Gets weird when your robotic system of transport gets the quirk of craving cheeseburgers for example.
