So basically Tod can shape shift/transform into animals and people only. How it works is Tod has to only look at said animal or person and can immediately turn into them perfectly. He can also sound like them perfectly. Only downside or con is Tod can only turn for so long. the bigger the person(adult) or animal the easier it is for him to move in and control. If the animal or person is smaller its way more difficult to control. Tod gets the infamous nose bleed if he turns for too long or turns into like a rat. He can also pass out after turning back into himself.
Tod also cannot simply transform in front of people. Its too noticeable. He has to hide behind walls or alleyways and he turns into a bright flashing white light and quickly turns into whatever he has seen.
Tod has been known to rob some stores but mainly gas stations and carjack, as well as commit arson. Hes not really a bad guy/villain, just very mischievous

quick backstory:
If Tod was real, he wouldve been introduced in season 2, maybe near the end or middle. He was formerly known as 'Six' and was in the same institute as Eleven and Eight. Tod was homeless with his alcoholic mother, living on the streets. He was bought off and went to be experimented on. tod is a few years older than Eight but was kept in another part of the facility and never knew about the girls. Tod, however, managed to escape and hightailed it out of the town for a few years. He only came back to track down his mom and he found out about Eleven.
Tod lives in a hunkered down trailer in the woods not too far off from Hopper, with a red Pontiac Firebird he carjacked ways back. He follows Hopper around(also crushing on him, Tod is gay) and reveals his powers to him when Hopper gets attacked by a giant grizzly bear in the woods.
