Beishir felt that the littles on his world were experiencing too great a period of prosperity. It was making them complacent in his opinion. A culling was called for.
Personally reducing the population would at least put enough fear in the populace to encourage them to start developing at an adequate pace again, if only to figure out how to defend themselves from him.
