And what could this plan be? Who knows? Maybe he poisoned the clouds and is invulnerable to it himself...But mostly this is just a Photoshop and style practice: trying to draw a picture that has no outlines and making it bit more "realistic" when it comes to the lights.

I did multiple layers when it comes to background. Firstly, I choose a flat color on the most lowest layer, then set my brush to soft, adjustes the Flow of the brush below 20% and started using different colors based on the flat color, making it more fitting: sometimes darker, then lighter, etc...The bright part in the sky is done with the Dodge tool, set below 20% as well.
Pretty much everything is done with straight flat colours, with Flow adjusted depending on the shading I try to do and a little bit of Dodge tool. As for the raindrops: Normal brush tool and changing it's size bigger and smaller. Instead of just using Flat colours and Dodge tool and Burn tool to make shades, I use Brush with small flow number and different colours to make it stand out more properly. Helps alot in the end.

Or he's just taking advantage of the dramatic weather. This sort of villain does have the occasional brush with genre savvy...or at least a knowledge of dramatic conventions. Cackling maniacally or posing on a bright, sunny day just doesn't have the same sort of impact, after all.
Somehow it's at the same time a cool effect but at the same time a little cliché that constantly happends: In reality, it would require alot of observing to make yourself meet your enemy in at an exact part of place in an exact part of time with an exact weather.
But still, you have to love it. How 'bout the pictures technical side? Is there anything you want to comment on that?

Yes, it's a bit of a cliché, but still, the dramatic villain (or hero) relies on this. For a heroic (and somewhat comical) example, Elan from "The Order of the Stick" suggests delaying jumping away from the dungeon that's about to self destruct in order for a more dramatic shot. http://www.giantitp.com/comics/oots0119.html You can only get away with it if you have some fourth wall flexibility and genre savvy characters.
