I think it would take a supreme effort of willpower to resist the gaze of the canine gentleman for longer than a few seconds, given how soulful and expressive his eyes are. While he's certainly very handsome, he does convey a sense of being very charismatic and even if he's submissive he's still very much in control and quite dominant with the force of his personality.
I would imagine that he's quite into and experienced with bondage and is perhaps introducing a partner for the first time, someone whom expressed an interest but is perhaps a little reserved and not quite so confident. He'd like them to feel a little more confident, perhaps get a little taste for seeing what it's like and through gradually getting them more comfortable with being in control bring them out of their shell. They just need a little more encouragement, so he just needs the irresistible power of the puppy dog eyes for now.

One could be both submissive and dominant, entirely in control of the situation even when you were restrained, entirely at peace with oneself and content when you were seemingly powerless. It was all a matter of trust and self-confidence as you gently introduced a willing partner into the world of bondage.

Though perhaps they would know the countermeasure, the method by which that gaze could be broken and the dominant while submissive be reduced to true submission.
