Strangely enough, while neutron is not shielded by steel or lead, it can be slowed (moderated) and eventually stopped by hydrogen (which is a very light element). As hydrogen is explosive, the usual shields for neutron radiation are water and occasionally Polystyrene foam (in medical environments).
So, it's a high-penetration radiation that's slowed by a very light element, instead of a heavy one like lead.
And hopefully I'll be able to put that across on the next page XD without it being confusing.
