yup! In the special pikachu pokewalker course, you could get a pikachu with surf or with fly if you were lucky and diligent!

how did your pikachu learn fly?

caught it from the special event yellow forest route in the pokewalker! You can get a flying or surfing pikachu there, though the event is over now, so you'd have to have it already downloaded

oh i got it, but like how or when does it learn surf or fly

oh, well, you catch them at a low level in the pokewalker, and they already know the moves from the time you catch them

ahh, well, not all of them will, the flying and surfing ones are rare, the other more common ones will have regular moves, flail, or volt tackle. To get flying or surfing, you have to have like...8,000-10,000 steps on your pokewalker on a single day and even then they're still rare XD You can find the numbers you need on serebii.net or bulbapedia. If you have an electric pokemon walking, you'll only need 75% as much steps, if you want to find one faster.
