This is a character from one of the comics I used to do in high school:
The Question A is the main villain from the comic "the king of Nervous Lions"
the world and characters therein are highly stylized and the story is very serious in tone, while also poking fun at the highly retarded action and sexual nature of Japanese manga.
Examples include: the main character, Unrunia-K, dress is too short to cover up her panties (not sexy at all, promise.) Question A has very archetypical manga stereotypes for henchman like a faux-woman, sexy psycho, some detective, and a Kamehameha blaster, and Over-ridiculous super moves and titles for them.
