Hell Emperor Andross Darkheart has a rather hands-off approach when ruling over his empire. Instead he relies on his twelve commanders to rule in his stead as he sojourns on his many escapades. As long as they stay loyal to him and work to reach his ultimate goal, he doesn't care what they do.

Councilor Lillyth the Secretary. Lillyth is the personal assistant to Andross and overseer of the other commanders. Lillyth represents Andross' subconscious desires for control and order in a chaotic universe. Arguably the strongest among them, as Andross sacrificed the lives of an entire planet to craft her, roughly ten billion souls. Which can be easily boosted by Andross if she ever lost a fight. Among all the commanders, she is the most vocal when it comes to expressing her opinions. She will openly denounce any statement or action deemed inappropriate, reaching the point where Andross sometimes considers it an annoyance. Lillyth is very professional and levelheaded, she can make calm and collected judgments. She takes Andross' orders as a top priority and absolute, punishing anyone, even a commander, who'd dare to belittle his orders. Lillyth is infatuated with Andross, often showing obsessive tendencies when it comes to his affairs. She is always vying for Andross' affection, showcasing outbursts of jealousy whenever anyone else appears to be getting close to him. Despite being a succubus, she is saving herself for marriage with Andross.

She is basically the secretary to Andross, she relays his orders to the other commanders when he is away doing other things. She is a reflection of Andross' subconscious desire for love, order, control and lust. She is the strongest of his demons, his right-hand at ruling the empire and other commanders. While she is the second in command, she is not very public about it, often mistaken as an assistant or concubine. She takes her job very seriously, very strict on the rules and doesn't tolerate disrespect toward Andross or his orders. But she drops her demeanor and becomes playful and flirtatious around Andross.

She is one of those "skilled hawk hides their talons" or "speak softly and carry a big stick" types. She doesn't show how strong she is until provoked. A no nonsense type.

Regent Quran the False Emperor. Quran controls the domestic affairs of the empire. Quran represents Andross' subconscious desires for intellectual superiority and trickery. When Andross is away, he makes all the important decisions for the empire and often sits on the throne, giving the impression to outsiders that he is the real emperor. He makes the perfect decoy for assassination attempts. He is a trickster and expert liar. He is a smart and intelligent demon, and he will stop at nothing to fulfill his goals. Quran is considered to be one of the cruelest members in the Empire, taking great joy in the suffering of other races. He passionately enjoys inciting hateful feelings and treacherous thoughts among his victims. He is always smiling and acts polite. The reason he never stops smiling is that he believes it shows power and dominance. If a rival were to frown then he would see them as weak. He is said to be narcissistic, not seeing many people quite up to his level. He is known for his shrewdness and excels not only in domestic affairs, but tactics as well.

General Grimmok the Immortal King. Grimmok is the king of the Oroks, a race of mostly dimwitted brutes known for their size, strength, short-tempers and regenerative abilities. Grimmok has a warrior personality, respecting anyone with a fighting spirit, and the heart of a warrior. As a Commander, he is in charge of Empire's military forces. He is a expert strategist and tactical genius, his ability to command troops in battle is unparalleled. Before Grimmok became king of his people, he had to sacrifice an eye to perform a ritual to see a vision of the future of his most critical moment as leader. What he saw was his people being slaughtered by demons and his kingdom grounded into dust, regardless of how he fought back the outcome was always the same. He did the only thing he could to save his people from this fate, he sold his soul to that demon king and pledged the loyalty of his people to fight for his cause. The shamans motivated by greed and a thrust for power, supported this idea and worshipped Andross as their dark god of war and destruction. The oroks are brutal fighters and excel with heavy weaponry, explosives and shamanistic magic. Orok have a need to fight like other races have a need to eat and sleep. Underestimating their intelligence has lead to the downfall of many enemies. However, they are extremely fast breeders and aggressively territorial, if their numbers grow to large with no one to fight, they will become bored and try to rebel against the empire. Which is fine by the demons, it just means a fresh supply of corpses and souls to feed their infernal war machine.

Treasurer Nyth the Shy Queen. Nyth is the queen of a hivemind insect race. She is called shy because she plays coy and keeps herself completely covered at all times, never revealing herself to anyone expert Andross. Rumors going around that she might be some kind of spider or stick bug under her robes. Those who try to catch a glimpse of her without her clothes on become her dinner. She has a habit of snatching up nearby demons as a light snack in a manner that resembles a praying mantis. She has a very disarming personality, meek, shy and sweet. She talks in a polite and kind manner. Luring her enemies into false sense of security and drawing them in for the kill. Her hive play a more passive role in the Empire. She manages the finances of the Empire while her drones are busy collecting resources. After a demonic invasion, her drones are sent in to loot and salvage what is left over. Her motives for joining the Empire are unclear, when asked she simply says she thinks math is fun and she enjoys counting and how she would be constantly interrupted if she had to continually fight for her own survival, something only an insect mind could understand. But, her efforts helped her become one of the top ranking commanders in the Empire. As a sign of her unity into the Empire, she morphed her drones to look like necross. While her workers are more than capable of defending themselves, she prefers to avoid combat whenever possible.
