Well, it isn’t the hubcap itself that is custom. But it was found and photographed on a Ford Custom 300. I don’t have the exact model year for the car, but I think it must be somewhere between 1957 and 1959.

I can't say for sure which year without seeing more of the car, but you're right that it's a 1957-59.
I could be wrong of course, but I'm guessing that those dog-dish hubcaps are correct to this car. The Custom 300 was the no-frills, Plain-Jane of Ford's model lineup then. They weren't generally dolled up like the flashy Fairlanes, the glamourous Galaxies or the sexy Thunderbirds. This baby blue beauty probably wore plain blackwall tires when it was new.
