This is Timothy Jones. He's one of Casey's cousins, and was captured and turned into a Mutant by the Shredder. Also, they implanted something for him to work as a sleeper agent - after a while, he'd end up working for the Shredder and attempt to destroy the Turtles' from within. Before it kicks in, he becomes a close friend of Leonardo, so when he's freed from his programming, he's shamed that he had hurt his friends so much and runs away. They find him later, hanging out with a wolf, Brandon Wolfe, who was mutated alongside him earlier in the story. Eventually, with coaxing, he returns to the others. He eventually meets Aska (From the SNES version of Tournament Fighters) and falls for her. His primary weapon is the Kusarigama. He's very proud of his tattoo which his friends had put over the ID number that Shredder's scientists had put on him. Also, he's highly protective of his nephews and other children. Timothy has some dark mysteries in his past.

That's the point. A Character can't evolve any if they don't go through hardships. The fact that most of the other turtles don't entirely trust him after his deprogramming (Except Leo because, from what we saw, it takes a LOT to betray his trust) - he works his damnedest to try to consolidate his reputation with Don and Mikey (Raph didn't like him from the start - their personalities clashed too much).
