Time Walker are being that form from someone that has ran away from their fate. And then somehow gotten lost in realm of time itself for several millennia, this has given Juno an in-depth understanding of the space-time continuum. This allows him to travel to almost any point in space and time, as well as slowing down or speeding up time for himself or something that he or his traps are touching directly. But he never stop running even if it is just a slow jog now from a fate that no longer able to reach him. He a servant of Lord Cronos the God of Time now.
