Even though 90% on planets she can touch the bottom, on her homeworld it becomes apparent that gentle Xera isn't actually the best swimmer!
That's okay though, she can get around it with a bit of very advanced, high tech equipment:
A pool floatie!
Don't worry about the little island in front of her: when she's paddling around, the massive monarch makes sure to use her psionic powers to flatten any waves to keep her cities safe and dry. They just get to sit back, and marvel at her beatific frolicking! (A good helping of underboob casting a shadow over their city doesn't hurt either)

Yup! Even at that scale, the most beloved of them can still expect little luxuries
And luckily for most island-dwellers, she'd be able to tippy-toe on land that's a little closer to shore, and know not to go too much further!

1. Yes! Time consuming and very resource intensive, but a good portion of the Warrior caste also works in heavy industry, so it's not as much as you might think. Plus, they have a lot of planets under their control, so a ton of raw materials are at their command!
2. definitely. I'm sure she's gotten used to it since her coronation, and has become more confident with her body now that she can lay across the countryside and is almost always under "observation" by her people
