I tend to see Tank as a surrogate father? older brother / cousin? that Bradley can go to in rare vulnerable moments for advice or just comfort (kid!Bradley had his own teddy hence the title name). Given that this is being seen through the lens of my own headcanon ["MaxBradley in Chronological Order": fav.me/da3re2w] Tank isn't as dumb as the movie / sequel makes him out to be. Just with how I interpret Bobby or Robert Zimmeruski, the jock's right hand man is more atune with practical / earthly / social matters that their leaders seem to be struggling with (definitely not discounting PJ on Max's side; he has a good role to fill).
Some might view this as a "ship"; I don't. Just good friends (after having met each other as 16-year-old Bradley was getting beat near death by a gang in an alley) despite all the stupid that Tank has to deal with in an emotionally unstable college frat boy--this includes the events of said sequel and beyond, pfft.
