A sorcerer created Libra to protect his city from invaders
"peace brings balance " that was the command that was given to Libra and so went out to make it so.
over time Libra gain a mind of its own and began to rejected its command. Libra saw that though there was peace there was no progress, thoughts became stale and even regress. and remember how much more active the people were when they were threaten . so Libra began to attack the city on the belief that this would help the people progress.

if the light side is rised Libra is more aggressive and physical
using his claws and blade like legs.
