The commonfolk of Kvendihiem view necromancy as an evil art. Necromancers will assure you that they are definitely not evil, even as they are brushing dried blood and dirt off their hands and robes.
The necromancy dragon is a dragon whose ancestor was bathed in the raw magical essence of necromantic energy. This raw magic twisted and misshaped whatever the dragon's original form was into something much more harrowing; a slender blackish-green body with a leering skull-like face with sickly green eyes.
Necromancy dragons, even as soon as they hatch, are blessed with a genius-level intellect, as their with the rest of their thaumaturgic dragon relatives. As they grow older, they only gain more knowledge. A necromancy dragon is obsessed with learning as much as possible about the occult, specifically undeath. While most necromancy dragons do not tread the path of lichdom, they do share many of the same values as a lich does. A necromancy dragon is simply not interested in the plights of the living.
Necromancy dragons are not undead, despite their terrifying visage, and as such they still need to eat. Typically, the dragon is constantly studying, so it will send forth minions to collect prey and bring it back to its lair. Sometimes the prey is game, and just as often, the dragon's meal is made up of captured villagers. After a meal, the dragon will usually animate the leftover corpse or bones into another skeleton or zombie to add to its horde.
