I assume he found himself dressed like this by a child character that wanted to play "house" and needed a baby, as that sort of scenario is a staple of classic cartoons. In fact, that very scenario is the the premise of the Tom and Jerry short "Baby Puss", which seems to be the entire reason "babyfur" exists if what I've seen on the internet the past decade or so is any indication.
