Backstory: This villain is a half-robot half-wolf robocop deal, but instead of being made of mostly metal, it's more so having some very advanced technology implanted into him, making him function strictly using accuracy rates, probabilities, and statistics in every scenario. He was actually a soldier once, and he was "selected" to be involved in a special project under the supervision of the exonaut academy for his record of previous misconduct, the surgeons guaranteeing the tech they implemented would "fix" him. Eventually, once he was deemed a successful transformation by the surgeons and testers he was released into field combat and managed to flee under the chaos, the tracker that was in him had been scrambled so he couldn't be detected on radar. He now participates in high-class robberies and is hired as muscle in black market deals and heist operations.
