Beedrill was well aware that he could've stung the fox instead, but it also knew that balloons and needles don't get along very well.
Stinging him would've hurt him a little but going for the balloon was going to get a much better reaction out of the intruder and it had to teach him a lesson after all.
Without thinking about it a second time, the stinger and the needles were pushed into the balloon.
Beedrill atched happily as the balloon exploded with a huge bang and the terrified face of the fox was proof enough that it did the right thing.
