First one is Cindy Loo (Her hairstyle is a side ponytail), a mild mannered nerd who talks in a lisp and is not very athletic. She wears a schoolgirl's outfit, glasses, knee-high socks, mary janes, and braces on her teeth. She is a Hard Cycle Penitatas whose crime was Hacking into the Paladin's Network.
