Lupin can manifest wings whenever they want. If they're not needed, they simply don't exist. Same goes for the little stability feathers on their wrists and ankles (the "tail sail" is always there though).
Also it has nothing to do with the cookies.
Initially I was going to colour Oliver in the second panel but, after I'd coloured Lupin, leaving him white looked so funny to me and I know a lot of anime has a character go COMPLETELY WHITE (clothes and all) to show extreme shock so I left it.
