That actually happens with Mother Base Soldiers in Metal Gear Solid V: The Phantom Pain!
You just need to grab them, hold the Call Button, and choose the "Where's the others?" dialogue command. Though you have to do it twice for you to get any dialogue out of your MB Soldiers.
