Were I to write up a backstory for him - and I'm a writer, I can't help myself - I'd call him a search-and-capture device. Once he swallows them they ain't getting out unless he wants them to, that goo would resist even weapons fire. BUT he can keep them alive in there and that's his primary mission. Every so often, though, he'll go rogue and hunt for food, to sustain his biological components. They whoever they swallow finds out the hard way that what can be used as a preservative can also be used as a dissassembler...

And he has an absolutely massive weakness for tummyrubs. He may be a cyborg, but he can feel, and besides, at the end of the day he's still a doggo. Maybe an H.R. Giger doggo, but a doggo nontheless.
