This was a character from an APA series called WINGWARRIOR by Will Faust. She was called MISS HAVOC, a sort of genetic super-weapon used sparingly by a group of high-tech military mice that flew in bird-looking jet-ornithopters. I did a lot of fanart on her through the years, and this one got a lot of good reviews.

My dark plan was always to put two gals into costume - one as Winnie, and one as Miss Havoc - and have them appear at opposite ends of a corridor n either side of you at a con. See which one you choose to run to first! (or perhaps with two equal stimuli, you'll do what cats do and immediately it down and groom...!)
