Gnats are like that. A much-needed do-over for Enignat.

Enignat is a very small bug-and-flying type pokemon found in the forests, parks, and cities of the Osai region. It has an awful sense of direction and gets lost easily. It can fly quickly but has trouble fighting the wind so it's often seen tumbling about helplessly. Many new trainers catch an enignat without battling it: they can be found stunned underneath trees and below windows, having flown into them at speed. Enignat is preyed on by many bird and larger insect pokemon. Enignat evolves into enigmass at level 15.

Enigmass, the swarming pokemon
Enigmass is a very small bug-and-flying pokemon. Though weak and relatively helpless by itself, it gains confidence in a swarm and so they often move about together for protection. While in its Swarm Forme, enigmass has access to powerful fighting-type attacks - it uses this form to bully its one-time predators and muscle out competitors for its food. Unfortunately the Swarm Forme is an even bigger target to bird pokemon, so when under duress the swarm disperses. Enigmass also swarm during the harsh Osaigan winters in order to stay warm, so that they can breed early in the spring while other bug pokemon are still hibernating.
